Draft of Chhattisgarh Appropriation Bill 2025 approved for presentation, says Deputy CM Arun Sao

Raipur (Chhatisgarh) [India], February 22 : Chhattisgarh Deputy Chief Minister Arun Sao on Saturday briefed the media on key decisions taken during the cabinet meeting chaired by Chief Minister Vishnu Deo Sai. Sao said that the draft of the Chhattisgarh Appropriation Bill-2025 was approved for the presentation of the Third Supplementary Estimates for the financial year 2024-2025 in the Assembly.
Chhatisgarh Deputy CM Arun Sao said, "In the meeting of the Council of Ministers, the draft of Chhattisgarh Appropriation Bill-2025 was approved for presentation of the Third Supplementary Estimates for the financial year 2024-2025 in the Assembly. The Council of Ministers approved the draft of Chhattisgarh Appropriation Bill-2025 for presentation in the Assembly for the budget estimate year 2025-2026."
Sao added that the council of ministers has decided to expand the list of exempted institutions in Rule 4 of Chhattisgarh State Store Purchase Rules-2002 to ensure the availability of new, improved varieties and quality seeds to the state's farmers.
"To ensure the availability of new improved varieties and quality seeds to the farmers of the state, the cabinet decided to expand the list of exempted institutions in Rule 4 of Chhattisgarh State Store Purchase Rules-2002. Under this, first of all, the seed will be procured by the Seed Corporation from the registered seed-producing farmers of the state. After this, to fulfil the requirement, the seed-producing cooperative societies of the state, seed-producing undertakings of the Government of India and State Government, NAFED, MP Seed Federation committees, institutions selected as empanelled Central Nodal Seed Agency in various schemes by the Government of India will be procured from the institution or agency quoting the lowest price from the offer letter issued by the Seed Corporation", Arun Sao said.
In addition, the cabinet approved the Chhattisgarh Democracy Fighter Honour Bill-2025 and the governor's address for the fifth session of the Sixth Legislative Assembly.
He said, "The draft of Chhattisgarh Loktantra Senani Samman Bill-2025 was approved. The Council of Ministers approved the address of the Honorable Governor for the fifth session of the Sixth Legislative Assembly of Chhattisgarh in February-March 2025."
Arun Sao added that the cabinet has approved the additional government guarantee of 3300 crores to the Chhattisgarh State Marketing Federation. He added that the draft of the Indian Stamp Act-1899 (Chhattisgarh Amendment) Bill-2025 was approved by the cabinet to determine the rates of stamp duty on documents related to bank guarantees.
"The approval was given for the additional government guarantee amount of Rs 3300 crore approved to Chhattisgarh State Marketing Federation for payment of the remaining amount of paddy procured from farmers at the support price for the Kharif marketing year 2024-25. The draft of the Indian Stamp Act-1899 (Chhattisgarh Amendment) Bill-2025 was approved by the Council of Ministers for determining the rates of stamp duty on documents related to bank guarantee", he said.
